Youth Empowerment for Ocean Science and Action: Highlights from the Blue Wave Conference 2025

On October 30th, 2025, as a pivotal component of the 2025 China Marine Economy Expo, the inaugural Blue Wave Conference commenced at the Shenzhen World Exhibition & Convention Center. Themed “Youth Empowerment for Ocean Science and Action,” this conference actively aligns with the United Nations Ocean Decade initiative, convening over 100 young scientists and entrepreneurs from approximately 20 countries globally.

The gathering focuses on empowering youth with ocean science and action, deliberating on global ocean science innovation breakthroughs, marine ecological conservation, and sustainable pathways for the blue economy. Central to the event is the establishment of a “Science – Policy - Action” closed loop, fostering deep communication and practical collaboration among global ocean youth through thematic discussions, Model United Nations simulations, and creative roadshows.
The GEM team was an integral part of this conference. Dr. Chong Chen, the GEM Programme Manager, participated in Session 2: “International Hotspots in Ocean Governance: Marine Resource Development and Environmental Protection.” During the roundtable discussion, Dr. Chen engaged in extensive dialogues on emerging marine pollutants, international initiatives addressing marine pollution concerns, and stakeholder capacity building and cooperation. Dr. Chen highlighted the Global Estuaries Monitoring Programme as a prominent model of international cooperation for global ocean governance and protection, in alignment with the United Nations Ocean Decade efforts.


PhD student Ruolan Jia and research assistant Qihui Zhao from the GEM team actively contributed to the “Youth Actions in the Ocean Decade Flash Event.” Ms. Jia presented her doctoral research on the toxicological effects and ecological risks of marine organisms in the context of emerging pollutants, securing the first prize.


Ms. Zhao showcased the significant accomplishments over the past five years and future research directions of the GEM Programme, earning the second prize.


This conference serves as a testament to the proactive engagement of the GEM Programme in global ocean science action, embodying a youthful spirit and demonstrating impactful contributions to ocean science dialogue.
